Tisztelt Elnök Úr! Hölgyeim és Uraim!

Álláspontunk szerint az Európai Unió migrációs politikájának koncepcióját az Európai Tanács iránymutatásai alapján kell meghatároznunk és azt minden uniós intézménynek és tagállamnak tiszteletben kell tartania.

Magyarország nem ért egyet az Európai Bizottságnak a dublini rendszer megreformálására tett javaslatával, amely nem a tagállamok konszenzusán alapul. A tervezett változtatásnak sem a koncepcióját, sem a célját nem támogatjuk.

A kötelező betelepítés elfogadhatatlan, a betelepítésnek csak önkéntes alapon lehet helye. A tervezett pénzbeli szankcionálás nem európai szolidaritás, hanem annak a megcsúfolása, egy nonszensz. Az egy be nem fogadott migránsra jutó 250 ezer euró-t vessék kérem össze azzal, hogy egy magyar állampolgárnak 32 évig kell dolgoznia ennyi pénzért, vagy azzal a négyezer euróval, ami az uniós támogatásokból egy magyar emberre esik ebben a hétéves pénzügyi ciklusban. Az ezzel illetve az uniós források megvonásával való fenyegetőzés nem vall demokratikus hajlamokra. Ez ugyanaz az erőpolitika, amit mi magyarok 1990 előtt egy másik unió részéről már megtapasztaltunk.
Magyarország hajlandó anyagi áldozatot vállalni és kész segítséget nyújtani minden olyan esetben, amely a válságnak az Európán kívüli megoldását célozza. Álláspontunk szerint az európai polgárok biztonsága nem lehet pénzkérdés.

A migráció Európa számára elsődlegesen biztonsági kérdés. 500 millió uniós polgár biztonsághoz való joga megelőz minden egyéb szempontot - gondoljunk csak Párizsra, Brüsszelre vagy akár Kölnre.

Magyarország az Orbán Viktor miniszterelnök által bemutatott Schengen 2.0 akcióterv révén megoldást kínál Európa biztonságának megőrzésére. Ennek alapeleme a schengeni rendszer megvédésének deklarálása, a külső határok védelme.
Álláspontunk szerint maradéktalanul biztosítanunk kell a hatályos Európai Uniós és schengeni szabályok érvényesülését, és csak ezt követően végezhetjük el Dublin III. reformját.

A megoldás része továbbá, hogy a migránsok beáramlását az Európai Unión kívül kell megállítani, külön kell választani a védelemre szorulókat a gazdasági migránsoktól, valamint zárt „hotspotok” felállítására van szükség. Ennek érdekében visszafogadásra és visszatérésre vonatkozó megállapodásokat kell kötni a származási és a tranzit országokkal, és érvényt kell szerezni ezek végrehajtására.
Az uniós fejlesztési- vagy vízumpolitikát a harmadik országok migrációs együttműködési készségétől kell függővé tenni.
Mindebben számíthatnak Magyarország együttműködésére.

Mr. Speaker, Ladies and Gentlemen,

We believe that the concept for the EU’s migration policy should adhere to the guidelines issued by the European Council and that these rules should be respected by all EU institutions and all EU Member States.

Hungary does not agree with the reform of the Dublin System proposed by the European Commission. This reform is not based on a consensus of the Member States. We support neither its concept nor its goal.

Mandatory settlement is unacceptable. Indeed, any settlement should only be voluntary. The proposed financial sanction has nothing to do with European solidarity – it is its shameful opposite, a senseless idea. As for the imposition of a EUR 250,000 fine per rejected migrant, please consider that the average Hungarian citizen needs to work 32 years for this sum, or that the share of one Hungarian from the EU support received in this 7-year financial cycle is 4000 euros. Threatening to impose fines or to withdraw EU funds is not in line with democratic norms. It is the same power politics that we Hungarians had been subjected to before 1990 by another Union.

Hungary is willing to make financial sacrifices and assist in every case where the intention is to find a solution to the crisis outside Europe. In our view, the security of European citizens cannot be a question of money.

For Europe, migration is principally an issue of security. The right of 500 million EU citizens to security takes priority over every other consideration. Let’s not forget the attacks in Paris, Brussels and Cologne.

Through the Schengen 2.0 action plan presented by Prime Minister Viktor Orbán, Hungary offers a solution to safeguard security in Europe. The action plan is predicated on the preservation of the Schengen system and the protection of the EU’s external borders.
We should first enforce the Schengen rules, and only then go on to reform Dublin III.

The migration flow must be stopped outside the European Union. A clear distinction should be made between those requiring protection and economic migrants, and closed hotspots need to be established. For this purpose, readmission and return agreements should be concluded with the countries of origin and transit, and we should make sure that these agreements are enforced.

The EU’s development and visa policy should be made conditional on the willingness of third countries to cooperate with us on migration.
In all this, you can rely on Hungary’s cooperation.
